A stupid question: Why do cities hit by hurricanes rebuild?

There is a big storm on the American media’s agenda. News is being made saying, ‘The hurricane has reached category 5 as Florida prepares for the biggest evacuation in the last seven years.’

We are curious about something about the hurricanes that occur constantly in America. It may be funny and stupid, but we will write about it anyway.

Americans are used to big hurricanes. There are hurricanes that occur regularly in some regions. Thousands of houses are destroyed in these hurricanes, people lose their lives, roads and streets are punctured and collapsed, but people continue to live there. People who lose their homes are helped and rebuilt until the day they are destroyed by the next hurricane.

Even the victims who move to other cities start to return to their own cities after a while and wait for the next hurricane.

The question we are wondering is: Since America cannot prevent hurricanes, why do people constantly build houses, buildings and workplaces in the same cities? Why are these people not sent to safer places. Or why do they not take the necessary precautions to prevent hurricanes in these cities?

So why don’t people living in this region leave and go to other cities?

The question may be stupid, but we couldn’t help but ask.
