Does offering to pay someone ‘hush money’ make them indeed guilty?

Trump’s hush money case continues. Today, Stormy Daniels told a New York court about the hush money payment paid to her before the 2016 election at the center of Donald Trump’s first criminal trial.

If this case is concluded against Trump, the former president may even go to prison. We will soon find out whether he is guilty or not.

Actually, there is something else we don’t understand. Could this turn into a criminal case just because Trump offered a hush money? If the person to whom the hush money was offered took the money and remained silent, both the person who received the money and the giver could be guilty, but if one of them offered money and the other did not accept it, could a crime be committed?

Or let’s say: You want to get a public official to do a job, and for this you need to pay a bribe. If you offer a bribe and the other person does not accept the bribe, can a crime occur?
