Because for 57 million dollars, people can afford to stay in prison for 3 years. They can present themselves as clean by passing the bribes they receive on to their relatives.
There is only one way to prevent bribery: people have to know that they can be punished very severely. Otherwise, robbing people in Turkey, Indonesia, India and other Asian and Far Asian countries cannot be prevented.
